Who is ron paul and why does he want to legalize heroin?

why do people take the most shallow angle of his views to play the "hes crazy" card? he believes the war on drugs is a waste of time, money and resources and also believes that many drugs should be federally decriminalized. its not because he thinks more americans should be doing heroin, he believes the federal government should be out of our lives (leave all those kind of decisions to the states) and we should end wasteful programs/organizations in this country.
